Robert Bruce Elliot was the son of Ellen Amelia Tivey and Robert Newton Elliot. He was born 1891 in Ashfield, New South Wales, Australia. During WWI he signed up to the AIF 4th Company Engineers with the rank of Sapper, Regimental Number 6184 and later transferred to the 7th and 15th Field Coy Engineers.
